"Can the international conferences/talks/treaties change the environment/weather/climate change?" It has been long time since scientists warned the global warming and now its notion are highly well recognizable among people. The countries are usually on debate to handle this internationally with cooperation. On the other hand, no significant change cannot be easily seen and the global warming is still a threat to us. Then, why don't countries just handle the issue by themselves? They can react to the issue faster and can gain some help from other countries later, but not necessarily have to.
